Local Erosion and Sedimentation Control Review

A review of ACE Integrated Stormwater Management Program was conducted by the North Carolina Department of Environmental Quality - Division of Energy, Mineral, and Land Resources commencing on March 9, 2023. The focus of the review was related to Erosion and Sedimentation Control under the category of Site Construction Runoff of the 6 Minimum Measures. This document replaces the previous results of the November 29, 2017 review.

The City of Archdale only produces three documents for use by the contractor.  The current version of the Certificate of Approval can be viewed in the Stormwater Gallery.  The latest revision has had some text changes from previous versions.

1) The Project Name and Location identifies the 911 addressing for the location followed by the common name.

2) Under Project ID, a unique fiscal identifier is assign followed by the revision date in parenthesis.  Initial issuance would have the same date as approval date.

3) The date of received complete plan and approval date are clearly noted, typically within 24-hours located under the Project ID line

4) Following the County, the Certificate of Coverage number is designated as well as a four digit number - in the case of the example, the plan was approved on December 22, 2022 and the Certificate of Coverage was signed and dated January 4, 2023.

A white copy of the yellow Certificate of Coverage is issued with a watermark "NOI Application, Not for Construction" is issued on the date the plan is approved which allows for obtaining a Certificate of Coverage but does not allow for mass grading on the site but allows for access to the site for flagging of erosion control features by a Land Surveyor.

The only other document is the See Click Fix daily inspection printout which the owner, developer, and contractor have access to as well as regulatory oversight in Atlanta and in Raleigh.
